A comprehensive parking policy for residential areas has been introduced by the Navi Mumbai Municipal Corporation (NMMC) to tackle parking-related challenges in the city’s rapidly growing urban landscape. Formulated under the Maharashtra Regional and Town Planning Act, 1966, the policy has been designed to address congestion and ensure proper allocation of parking spaces. Public feedback on the policy has been invited until the end of January.

Specific parking requirements based on the size of residential properties have been outlined under the new regulations. Properties larger than 1,500 sq ft have been mandated to provide two four-wheeler and one two-wheeler parking spaces, with an additional parking slot required for every 500 sq ft of extra space. For homes measuring between 800 and 1,500 sq ft, two four-wheeler and one two-wheeler parking spaces have been made compulsory. Smaller units, including those between 600 and 800 sq ft, have been required to offer three four-wheeler and two two-wheeler parking spaces for every two units, while units between 400 and 600 sq ft must allocate 2.5 four-wheeler and two two-wheeler spaces for every two units. Homes measuring between 300 and 400 sq ft have been required to provide one four-wheeler and two two-wheeler spaces for every two units.

In addition to these requirements, 5% of the total parking area in residential complexes has been reserved for visitors. Advanced parking systems, including stack, multi-level, mechanical, and hydraulic options, have been encouraged for meeting these guidelines efficiently.

Provision for excess parking has also been included in the policy. Properties with parking facilities exceeding 50% of the required capacity will be charged a fee equivalent to 10% of the land rate as per the Annual Statement of Rates (ASR). This fee will be applicable only to the additional parking space and will exclude buildings such as hotels, hospitals, educational institutions, and public or semi-public properties. Guidelines for phased developments and redevelopment projects have also been introduced. Developers of phased projects have been allowed to implement complete parking provisions upfront, even if building permissions cover only a portion of the plot. In cases where subsequent development does not proceed within the stipulated time frame, unused parking spaces will be handed over to NMMC for public use without additional charges. For redevelopment and expansion projects, parking requirements will be recalculated based on the new construction, while existing parking spaces will remain unchanged.

Certain exemptions to the regulations have been provided. Properties developed by CIDCO under special schemes and row houses on plots smaller than 30 sq m have been excluded from the revised parking norms to address specific challenges in densely populated regions. The policy was prompted by a Bombay High Court directive issued in December 2023 following a petition filed by activist Sandeep Thakur. A detailed review of parking and urban planning in Navi Mumbai was ordered. In response, an expert committee was formed in March 2024 by Municipal Commissioner Dr. Kailas Shinde. Recommendations submitted in October 2024 by the committee, which was led by Jitendra Bhopale, were approved and incorporated into the policy.

The policy was formally adopted on December 30, 2024, and published in the Maharashtra Government Gazette. It is expected to improve parking infrastructure and alleviate congestion in residential areas across Navi Mumbai.
