In order to strengthen the public transport system in the Greater Mumbai area, CIDCO decided to construct four metro lines twelve years ago while building the railway network at its own expense and the work of the 11 km long metro line from Belapur to Pendhar is almost completed.

The CIDCO has also started implementing the next three metro lines and on this line, like Nashik, Metro Neo has been chosen instead of Starred Gauge Metro. The tracks of this trolley-based metro are going to be made of rubber. Metro Neo, which is a major means of transportation in many developed countries, is considered to be a more comfortable and environment-friendly transportation system.

The second international airport in the state is coming up fast at Navi Mumbai. The airport is expected to take off its first flight next year. Therefore, the responsibility of making the public transport system more efficient from all sides of this airport has fallen on CIDCO. Its plan was prepared thirty years ago and the railway connecting Mankhurd in Mumbai and all the suburbs in Navi Mumbai is running with the financial support of CIDCO.

The decision to build four metro lines after railways was taken in February 2010 and was implemented in May 2011 with the inauguration of the 11 km metro line from Belapur to Pendhar. The metro on this route, which ran for the first four years, is currently stalled, but the work on this route is now in its final stages and the route is only awaiting inauguration. CIDCO Managing Director Dr. Sanjay Mukherjee has given a boost to this stalled project.

After Belapur to Pendhar metro line, Taloja MIDC to Khandeshwar Railway Station, Pendhar to Taloja MIDC, and Khandeshwar to New Mumbai International Airport, four metro lines with a total length of 27 km have been started, but this line will be built on Metro Neo lines instead of standard gauge.

The first Metro Neo project in the country has been implemented in Nashik and this metro will be operated on an overhead traction system and the buses will be articulated electric trolleys on rubber tires. Metro Neo coaches are going to be smaller in size and lighter in weight than Metro coaches. Since this transport system is environment friendly, CIDCO has decided to construct the following routes in this manner. The Metro network in Mumbai will reach Mankhurd. Like the railway, CIDCO will build a Metro in Navi Mumbai and this route is being connected to the Navi Mumbai Airport.
