The Brihanmumbai Municipal Corporation (BMC) announced that it has received Coastal Regulation Zone (CRZ) clearances for the Versova Dahisar Link Road (VDLR) and the Dahisar-Bhayander Link Road (DBLR). Both of these are part of the second phase of the mumbai Coastal Road Project.
The BMC published a notice stating that the Ministry of Environment, Forests, and Climate Change (MoEFCC) approved the CRZ clearances on November 13. This approval comes almost 10 months after the work orders were issued for the Versova to Bhayander stretch of the coastal road project.
So far, two out of the three required environmental clearances have been granted by both state and central authorities. Only the forest department's approval is pending. The BMC expects the Forest Department's by the end of the year. Other than environmental clearance, approvals from the high court and the Maharashtra Maritime Board are also pending.
Multiple contractors have been assigned to the projects. However, construction work cannot begin until all approvals are obtained. The projects involve sections passing beneath waterways and through mangrove zones, requiring these clearances. Once approvals are in place, civil work is expected to start immediately.
The second phase of the coastal road project is valued at a combined cost of INR 20,648 crore. It will be completed by 2029. This phase will improve connectivity between Mumbai’s island city, its suburbs, and the MMR.
Versova Dahisar Link Road:
1. The VDLR will begin at Versova in Andheri and end at Dahisar in northern Mumbai. The project will cost an estimated INR 16,621 crore.
2. VDLR is divided into six packages, labelled as A to F. It will cover 22 kilometres and include several bridges, flyovers, and tunnels.
3. Package A covers 4.5 km of road between Versova and Bangur Nagar (Goregaon).
4. Package B covers 1.66 km between Bangur Nagar and Mindspace (Malad). It will also include a 4.46 km GMLR connector linking with the Western Express Highway.
5. C and D are the most important packages. They will contain twin tunnels of 3.66 km long each between Mindspace and Charkop (Kandivali). This is expected to cost around INR 5,821 crore.
6. Package E will connect Charkop and Gorai at 3.78 km.
7. Package F will connect Gorai to Dahisar at 3.69 km.
Dahisar-Bhayandar Link Road:
1. The DBLR will be an elevated corridor between Dahisar and Mira-Bhayander in the MMR.
2. The bridge will cover a distance of 5.6 kilometres and will be 45 meters wide.
3. It is the final segment of the coastal road within Mumbai’s boundaries and will cost about INR 4,027 crore.
4. The BMC will oversee 1.5 kilometres of the corridor, while the Mira-Bhayander Municipal Corporation (MBMC) will handle the remaining 4.1 kilometres.
5. It will include 4x4 lanes for efficient traffic movement, along with emergency lanes for vehicles like ambulances and fire engines.
The first phase of the coastal road spans from Marine Drive to Bandra Worli Sea Link. The second phase of the coastal project will span from Versova to Bhayandar. The two phases will be connected by a road between Versova and the Bandra Worli Sea Link. The connector road is being built by MSRDC and is more than 20% finished.
Once completed, drivers will be able to pass from Nariman Point to Bhayander without any obstacles or signals.
