The BJP has demanded from the Brihanmumbai Municipal Corporation (BMC) Commissioner Bhushan Gagrani to cancel the proposal of the Urdu language building being built on behalf of the municipality on Chandorkar Marg in Byculla and approve the establishment of an industrial training institute there. The proposal of Urdu Bhasha Bhawan was approved by the municipal administration in 2022 during the united Shiv Sena.
As this plot has been given to the Industrial Training Institute for 30 years, a petition has also been filed in the High Court in this regard. But now, after the result of the assembly elections, the BJP has demanded that the proposal of Urdu Bhavan should be cancelled, so there is a possibility that this issue will become politicized in the near future.
The partially constructed Urdu Bhavan in Byculla is once again in the limelight. Approval was given during the ruling period of the then United Shiv Sena to build an Urdu Bhavan on this plot. Accordingly, the construction of an Urdu language building was also started at this place. However, a petition was filed in the High Court in this case and the construction was suspended. Former BJP corporator, municipal spokesperson Bhalchandra Shirasat has demanded to the municipal commissioner that the proposal of Urdu Bhasha Bhavan should be canceled at this place and industrial training institute should be allowed to be set up at this place as per rules.
This Urdu Bhavan was built in the Byculla area and when Yashwant Jadhav of the United Shiv Sena was the Standing Committee President, this Bhavan was to be constructed in his constituency. After two defeats of Shiv Sena, Yashwant Jadhav joined his wife Chief Minister Eknath Shinde's Shiv Sena. Yashwant Jadhav's wife, Shiv Sena (Shinde) candidate Yamini Jadhav has been defeated in the recently held assembly elections. Therefore, this demand made by BJP has taken a political turn.
The Assistant Commissioner of E Division in Byculla had brought a proposal to build an Urdu language study center on this plot. Shirsat has alleged in the letter that there is no approval of the Municipal Corporation for this proposal. The Urdu language study center is strongly opposed by local residents. A Rescue Action Committee has been constituted. Youth need to get skill development training to get employment opportunities. Industrial training institutes are needed for that. There are 12 municipal Urdu schools in Byculla. Shirsat has also expressed the opinion that the available empty classrooms in these schools should be given to the Urdu language study center.
CS No.1908 at Byculla was given by the BMC to the Industrial Training Institute at Lower Parel in 2011 under a 30-year lease agreement. Due to the reservation of shelter for the homeless on this plot under the Mumbai Development Control Rules, 1991, permission could not be obtained to start the construction of the industrial training institute at that place through the Government of Maharashtra.
A proposal was promptly sent to the Urban Development Department to change this reservation through the Assistant Director Skill Development Department, Government of Maharashtra. Pursuant to this proposal, the reservation on the said plot was changed to educational reservation in the Development Control Regulation Scheme 2034. After that, the Principal of the Industrial Training Institute duly prepared a proposal for building an Industrial Training Institute on the plot and started seeking approval from various government levels.
Due to Corona, all the administrative works were stopped from 2020 to 2022. During this period, Thackeray's united Shiv Sena was in power in the state and in the municipal corporation. The proposal of Urdu language building was approved in the online general meeting of the municipal corporation.
