The notification in this regard was issued after Deputy Chief Minister and Urban Development Minister Eknath Shinde announced in the legislature that the transfer of development rights (TDR) would be granted for the redevelopment of 15,000 buildings within the Chhatrapati Shivaji Maharaj International Airport. However, residents say that the possibility of redevelopment of these buildings is low due to the imposition of maximum floor area limits in the suburbs.


A new clause 33(26) has been included in the Development Control Rules for the Airport Funnel Affected. Accordingly, a notification has been issued and a period of one month has been given for submitting objections and suggestions. The residents had demanded that a TDR be provided to cover the cost of construction by constructing a house equal to the existing carpet area. However, this was not accepted. The original floor area and the TDR based on the width of the road as per Section 30 of the Development Control Rules have been applied. These residents say that redevelopment of these buildings is not possible within that.


The issue of redevelopment of buildings affected by the 'airport funnel' in areas around the airport such as Vile Parle, Santa Cruz and Kurla, as well as Vakola and Dharavi was first raised in November 2016. Redevelopment in the area was stalled due to height restrictions on buildings. Since then, local MLA Parag Alwani and Information Technology Minister Ashish Shelar have been continuously raising the issue in the legislature. But it is being alleged that the original demand of the residents is being ignored. Slum dwellers can get four carpet areas of land. But these residents say that it is incomprehensible that this is not being considered even though our buildings were there before the airport came.

Current status of funnel buildings

The funnel zones (areas on the take-off and landing paths of aircraft) of Santacruz and Pawan Hans airports apply to buildings in the suburbs of Santacruz East-West, Vile Parle East-West, Kurla, Ghatkopar. International standards apply to the height of buildings in this funnel. Since the height limit is only two to three stories, it is impossible to redevelop these buildings within the one-acre area that has been imposed on them.


What is TDR?

When it is not possible to use the entire area of a plot of land, it is allowed to be used elsewhere. This is called TDR.
