Third Mumbai Named KSC New Town, Inspired by Raigad's Three Key Villages

The township will include 124 villages. Of these, nine come under the Raigad Regional Plan, two under the Mumbai Metropolitan Regional Plan, 80 under NAINA, and 33 under the Khopta New Town Notified Area.

The Mumbai Metropolitan Region Development Authority (MMRDA) has formally named Third Mumbai as KSC New Town, which stands for Karnala-Sai-Chirner (KSC) New Town. The new name comes from these key villages in the area, highlighting its importance. 

Karnala is known for the Karnala Fort and Bird Sanctuary. Sai village is located in the lush Western Ghats. Chirner is close to the Jawaharlal Nehru Port Trust (JNPT), a key cargo port in India.

The state appointed MMRDA as the New Town Development Authority (NTDA) for proposed Third Mumbai. This designation allows the MMRDA to oversee the planning and development of the township. The Maharashtra government issued three notifications on October 15 to finalise the decision.

In August 2023, the MMRDA requested the Maharashtra government to designate it as the authority for the MTHL Influence Area. The purpose was to capitalise on the land value increase in the region surrounding the sea link. The MMRDA now has the authority to acquire land for development. It will draft detailed planning proposals and regulations for the township’s growth.

The township will include 124 villages. Of these, nine come under the Raigad Regional Plan, two under the Mumbai Metropolitan Regional Plan, 80 under NAINA, and 33 under the Khopta New Town Notified Area.

As a result, the City and Industrial Development Corporation (CIDCO) will no longer serve as the Special Planning Authority for Khopta’s 33 villages. The Pen Municipal Council's neighbouring area is not included in this list.

The township, also known as the Navi Mumbai Airport Influence Notified Area (NAINA), was first declared in 2013. It spans 323.44 square kilometres and will focus on being an environmentally friendly, smart city.
