The Maharashtra government has released detailed rules for electric bike taxi services. This comes three weeks after the proposal to allow e-bike taxis was approved. The new rules apply to cities across the state.

Eligibility criteria for riders:
  • Must be between 20 and 50 years of age.

  • Must hold a valid driving licence under Section 3 of the Motor Vehicles Act, 1988.

  • Must wear an identity badge as per Maharashtra Motor Vehicle Rules.

  • Must undergo training provided by the operator.

  • Can work a maximum of 8 hours per day.

Rules for operators:
  • Only electric two-wheelers will be allowed under the regulation. 

  • Operators must have a minimum fleet of 50 e-bikes to get a five-year state-wide permit. The Regional Transport Authority will issue the licence.

  • They should have a valid vehicle registration, insurance, and fitness certificates for all bikes.

  • They must conduct strict background checks on all riders and provide emergency contact info for them.

  • They must provide training for all riders.

  • They must provide adequate parking space for the fleet.

  • They must aim to have 50% women drivers in the workforce over time.

  • They must allow female passengers to choose female co-passengers for added comfort and safety.

  • Bikes should be of the same colour. The words "Bike Taxi" and the operator’s name and contact number must be displayed on each bike.

Guidelines for service:
  • Each journey is limited to 15 kilometres. 

  • Only one passenger is allowed per ride. 

  • Children under 12 years are not allowed to ride as pillion passengers.

  • The two-wheelers must have a rain cover and a physical divider between the rider and the passenger during the monsoon.

  • All vehicles must have mandatory GPS tracking.

  • There will be bike taxi stations and charging infrastructure.

  • Fares will be decided by the Regional Transport Authority (RTA).

  • Bike will function through a website or mobile application.

  • Service should comply with safety regulations set by the government.

  • Each ride will be registered, tracked and monitored.
