There are a total of 96 huge illegal hoardings on the main busy roads in Kalyan Dombivli municipal limits. These hoardings cover an area of about two lakh 82 thousand 554 square feet within the municipal limits. Considering the one to five year fee charged by the municipality for these hoardings and the penalty amount on the same, the agencies putting up these illegal hoardings (advertisement boards) have caused a loss of around 254 crore 30 lakhs rupees to the municipality in the last several years. Kaustubh Gokhale, the petitioner in this case, has requested Commissioner Dr. Indurani Jakhar to take action against the agency driver, controlling municipal officer responsible for all this.
Illegal hoardings put up on these roads are collapsing due to natural calamities, killing common people. This is clear from the hoardings incident at Ghatkopar. Complainant Gokhale has demanded to the Commissioner that illegal hoardings in Kalyan Dombivli municipal limits should be taken down before the hoardings start running after the accident. As there are such hoardings on Shilphata road, MSRDC has been requested to take action to find such hoardings.
Loss of revenue
96 illegal hoardings have occupied two lakh 82 thousand square feet of KDMC area. If we charge INR 25 per square foot per year for these billboards, the amount is 8 crore 47 lakhs rupees. This fee for five years was 42 crores 38 crore rupees. Since these billboards are illegal, there is a provision in the Municipal Act to levy a fine of five times their amount. The municipality can get a revenue of 254 crores 29 lakh rupees from these illegal billboards. All this amount has been lost by the advertisement agency operators and caused financial loss to the municipality. The complainant has demanded action against such agency drivers, control officers.
