The Brihanmumbai Municipal Corporation (BMC) has been implementing various initiatives to prevent the outbreak of coronavirus and diseases caused by it in Mumbai.
Accordingly, the corporation has appointed cleanup marshals to help permanently eradicate the virus at the earliest. However, it has come to light that these cleanup marshals are becoming a nuisance for common people. Therefore, the civic body has taken steps to curb the misbehaviour of Mumbaikars by the cleanup marshals, such as taking action on them if they are found without uniform while on duty, taking bribes without levying fines and threatening the citizens.
The SOPs have been prepared by the civic body and the regulations will be implemented soon.
This comes after citizens have lodged complaints with the municipality about misconduct by cleanup marshals in some areas in the last two years after the action was initiated.
As per the BMC, while the cleanup marshal is on duty, the uniform is compulsory and on both sides of the coat, it is compulsory to write the name and number of the municipal department, the marshal and the contracting agency.
Taking serious note of these complaints, Mumbai Mayor Kishori Pednekar had convened a meeting of senior officials of the Solid Waste Department and the Cleanup Martial Agency last month. The mayor had instructed the marshal's agency that the uniform should be mandatory while the marshal is performing its duty. As there are thousands of marshals in Mumbai, the agencies had sought a deadline from the municipality to prepare new coats. The new coat has now been approved by the mayor.
The Mumbai Municipal Corporation has appointed cleanup marshals as per the Solid Waste Management Act to take action against unsanitary conditions in public places in Mumbai amid the ongoing pandemic.
These marshals are empowered to take action on various issues, including spitting in public places, not wearing masks and not maintaining COVID-related protocols.
