Heap of rubble on highway - whodunnit?

Dahisar East - A heap of sand and rubble has accumulated at the Rawalpada junction on the Western Express highway. The debris is blocking the road and causing huge inconvenience to residents and traffic. Local residents are clueless about who has offloaded the gravel and sand at that spot. The heap is yet to be cleared.
