The Additional Director General of Police of the State Transport Department has given orders to all the Police Commissioners and Superintendents of Police in the state to take action against helmetless two-wheeler riders and co-passengers sitting at the back. Therefore, there is a possibility of further increase in activities against bike riders and co-passengers traveling without helmets in the coming time.

In the last two years, police in Mumbai have imposed a fine of INR 107 crore in 1770 thousand operations for traveling without a helmet.


Accidents involving helmetless bikers and co-passengers, including fatalities and injuries, are on the rise. Therefore, the Additional Director General of Police of the Transport Department has ordered all the Police Commissioners and Superintendents of Police in the state to take action against the two wheeler riders without a helmet and the fellow passenger sitting at the back.

For this, instructions have been given to change the e-challan machine of the traffic police and make separate records. Therefore, in the future, special campaigns will be launched against those who travel without helmets.


It is mandatory for the bike rider and his co-passengers to wear helmets. The law has already provided a penalty in this regard. But such forceful action was not taken against the co-passenger who was not wearing a helmet. On the other side, strict action was being taken against bike riders without helmets. A special campaign was also being implemented in this regard. But after these new instructions, actions on fellow passengers will also be increased.


Increase in activities in Mumbai this year

This year, as the police intensified its action against helmetless two-wheeler riders, till November 27, 2024, the Mumbai Traffic Police has conducted 8 lakh 27 thousand 812 e-challans worth INR 107 crores of penal actions in two years.
