In a step to monitor public cleanliness and create awareness about the same, the state government has decided to fine citizens for urinating, spitting and littering at public places across all big and small cities in Maharashtra, including Mumbai.

As urinating in the open and spitting at public places becomes an offence in the state, the fine has been fixed at ₹150 for spitting, ₹180 for littering and ₹200 for urinating in major cities like Mumbai and Pune.

If any citizen is found guilty of any of these violations, they will be charged with penalties by the municipal corporation, as directed by the government.

Open defecation has largely been curbed by penalising people for the violation by Swachh Maharashtra drive and this initiative is being spread as a part of the same movement.

On December 30, a government resolution was issued by the state urban development department authorising the urban local bodies to spot fine citizens for urinating, spitting and littering at public places. The Mumbai civic body has been following a similar initiative against spitting at public places by developing marshals at various places for the past few years.

A senior officer of the Urban Development Department told that the civic bodies have been asked to charge nominal fines from the offenders. The aim is to change the mindset of the people by awareness fused with regulations.

Manisha Mhaiskar, principal secretary, urban development department (UDD), said they have asked the urban civic bodies to start implementing the orders immediately as a measure under the implementation of Swachh Maharashtra Abhiyan, being run as a part of the Centre’s Swachh Bharat Abhiyan.
